Under the Sebi Act, the regulator has the power to carry out search and seizure of books, registers, documents including electronics and digital devices from any person associated with the securities market. Such instructions could actually endanger people — citizens receive air strike warnings via smartphone alerts. In 2020, officials ordered Telegram to pay a fine of $18.5 million and hand back much of the cash that it had raised. Friday’s performance was part of a larger shift. For the week, the Dow, S&P 500 and Nasdaq fell 2%, 2.9%, and 3.5%, respectively. Now safely in France with his spouse and three of his children, Kliuchnikov scrolls through Telegram to learn about the devastation happening in his home country.
