The Securities and Exchange Board of India (Sebi) had carried out a similar exercise in 2017 in a matter related to circulation of messages through WhatsApp. The gold standard of encryption, known as end-to-end encryption, where only the sender and person who receives the message are able to see it, is available on Telegram only when the Secret Chat function is enabled. Voice and video calls are also completely encrypted. To that end, when files are actively downloading, a new icon now appears in the Search bar that users can tap to view and manage downloads, pause and resume all downloads or just individual items, and select one to increase its priority or view it in a chat. Meanwhile, a completely redesigned attachment menu appears when sending multiple photos or vides. Users can tap "X selected" (X being the number of items) at the top of the panel to preview how the album will look in the chat when it's sent, as well as rearrange or remove selected media. Messages are not fully encrypted by default. That means the company could, in theory, access the content of the messages, or be forced to hand over the data at the request of a government.
