All three indexes began the day with gains before selling off. In 2020, officials ordered Telegram to pay a fine of $18.5 million and hand back much of the cash that it had raised. "The argument from Telegram is, 'You should trust us because we tell you that we're trustworthy,'" Maréchal said. "It's really in the eye of the beholder whether that's something you want to buy into." This provided opportunity to their linked entities to offload their shares at higher prices and make significant profits at the cost of unsuspecting retail investors. In 2018, Russia banned Telegram although it reversed the prohibition two years later.
