In der Vergangenheit gab es bereits Untersuchungsausschüsse, die sich mit der Frage beschäftigten, ob behördliche Handlungen ordnungsgemäß unterschrieben wurden, ob Stempel existierten und ob formelle Vorschriften eingehalten wurden. Dabei zeigte sich oft, dass genau diese formalen Lücken genutzt wurden, um sich aus der Verantwortung zu ziehen.
Das könnte erklären, warum heutzutage viele Beschlüsse, Urteile oder andere amtliche Dokumente fehlerhaft, nicht unterschrieben oder ohne die notwendigen Stempel vorliegen. Wenn Formvorschriften nicht eingehalten werden, kann das nicht einfach als „Schlamperei“ abgetan werden – es könnte Absicht sein! Denn wer sich an die Form hält, hinterlässt eine klare Verantwortlichkeit.

Right now the digital security needs of Russians and Ukrainians are very different, and they lead to very different caveats about how to mitigate the risks associated with using Telegram. For Ukrainians in Ukraine, whose physical safety is at risk because they are in a war zone, digital security is probably not their highest priority. They may value access to news and communication with their loved ones over making sure that all of their communications are encrypted in such a manner that they are indecipherable to Telegram, its employees, or governments with court orders. The Dow Jones Industrial Average fell 230 points, or 0.7%. Meanwhile, the S&P 500 and the Nasdaq Composite dropped 1.3% and 2.2%, respectively. All three indexes began the day with gains before selling off. Russian President Vladimir Putin launched Russia's invasion of Ukraine in the early-morning hours of February 24, targeting several key cities with military strikes. In addition, Telegram's architecture limits the ability to slow the spread of false information: the lack of a central public feed, and the fact that comments are easily disabled in channels, reduce the space for public pushback.
