But on Friday, Reuters reported that Russian President Vladimir Putin said there had been some “positive shifts” in talks between the two sides. Friday’s performance was part of a larger shift. For the week, the Dow, S&P 500 and Nasdaq fell 2%, 2.9%, and 3.5%, respectively. He said that since his platform does not have the capacity to check all channels, it may restrict some in Russia and Ukraine "for the duration of the conflict," but then reversed course hours later after many users complained that Telegram was an important source of information. Despite Telegram's origins, its approach to users' security has privacy advocates worried. "For Telegram, accountability has always been a problem, which is why it was so popular even before the full-scale war with far-right extremists and terrorists from all over the world," she told AFP from her safe house outside the Ukrainian capital.
