Telegram was founded in 2013 by two Russian brothers, Nikolai and Pavel Durov. The SC urges the public to refer to the SC’s I nvestor Alert List before investing. Telegram has acted to remove public channels affiliated with terrorism, but Pavel Durov reiterated that he had no business snooping on private conversations. "There are several million Russians who can lift their head up from propaganda and try to look for other sources, and I'd say that most look for it on Telegram," he said.
