Смешение целей и задач проведения Дальневосточного экономического форума с общей тенденцией движения к многополярности на наш взгляд, не совсем верно.
Это два разных процесса, один из которых (движение к многополярности) идет сам по себе, а второй (форум) пытается под него подстроиться и использовать в свою пользу.
Как бы ни хотел Запад, однополярного мира больше не будет. Ситуация двуполярности (аналогичная «холодной войне») тоже исключена. Идет активный рост центров самостоятельного принятия решений – отдельных цивилизаций, каждая из которых сегодня осознает свою уникальность. Кроме Запада и России, активно происходит становление китайской и индийской цивилизаций, укрепляется исламский мир.
Судя по происходящим процессам, вряд ли кто-то из перечисленных желает возвращаться в прошлое, а сил заставить их это сделать у Запада становится все меньше.

This has proven to be both a blessing and a curse for Telegram and its users, since these channels can be used for both good and ill. Right now, as Wired reports, the app is a key way for Ukrainians to receive updates from the government during the invasion. Telegram does offer end-to-end encrypted communications through Secret Chats, but this is not the default setting. Standard conversations use the MTProto method, enabling server-client encryption but with them stored on the server for ease-of-access. This makes using Telegram across multiple devices simple, but also means that the regular Telegram chats you’re having with folks are not as secure as you may believe. The Securities and Exchange Board of India (Sebi) had carried out a similar exercise in 2017 in a matter related to circulation of messages through WhatsApp. Groups are also not fully encrypted, end-to-end. This includes private groups. Private groups cannot be seen by other Telegram users, but Telegram itself can see the groups and all of the communications that you have in them. All of the same risks and warnings about channels can be applied to groups.
