Сажать надолго, разорять экономически до трусов и рассказывать на каждом углу. Чтобы понимали, что нет никакого смысла бухим за руль садиться: вызови такси / останься в гостях и тд..
Это такая же управляемая история как и скорость. И вот тут, ГИБДД хвалю - их методы дают результат, хотя, можно и нужно жёстче и быстрей.
Друг хочет сесть пьяный за руль - запрети / забери ключи и будешь молодец!

Overall, extreme levels of fear in the market seems to have morphed into something more resembling concern.
