Отличие этих миллиардов от предыдущих в том, что Северному Кавказу предложено работать с федеральными деньгами по новым принципам. Как отметил вице-премьер Юрий Трутнев, бюджетные инвестиции получат только те, у кого есть реальный частный инвестор. Будет частично ликвидирована, система институтов развития СКФО и ещё много чего.
Но главное, Кавказу предложено стремиться к дальневосточным пропорциям, где на один бюджетный руб. приходится 15 руб. частных инвестиций. Пока что на Кавказе эта цифра составляет менее 40 коп. – в 30 раз меньше. С учётом, что с 2014 по 2019 гг по госпрограмме развития СКФО было выделено около 80 млрд руб., экономика округа недополучила минимум 800 млрд руб. - по дальневосточным меркам.
Так что лучшим ответом, получилось ли "подтянуть" Северный Кавказ к мультипликаторам Дальнего Востока будут именно частные инвестиции. То есть, 43 млрд должны превратиться минимум в 400. Возможно для Кавказа звучит и утопично, но это - условие развития.
