В основу дела лёг донос депутата совета муниципального округа Ухты от «Единой России» и директора Центр творчества имени Г.А. Карчевского Леонида Краснопёрова. Свидетелями обвинения также выступили три бывших сотрудника издания «Рабкор», главным редактором которого является Кагарлицкий.
Поводом для возбуждения уголовного дела стали пост и ролик о взрыве на Крымском мосту. «Психолого-лингвистическая экспертиза» пришла к выводу, что видео «Взрывное поздравление кота Мостика, нервные люди и события, удары по инфраструктуре» оправдывает терроризм.
