知情人士说,国务院拟让国有银行向地方国资贷款,买下待售商品住宅作为保障房,现正向各地区各部门征求意见。方案的细节和可行性尚在论证,可能要花数月才能起草完。 去年央行试点向青岛、福州等8城提供租赁住房贷款支持计划,购入商品住宅,用收到的租金付息;但央行一季度披露,上述计划只贷出了20亿元。 此外,杭州临安区住建局5月14日公告,征集“收购商品住房用作公共租赁住房”供应商,要求是现房或一年内交付的期房,整幢收购,单套面积小于70㎡,配车位。本次收购房源面积原则不超过1万平米。 (彭博社,临安区人民政府)

地方政府应从实际出发,酌情以收回、收购等方式妥善处置已出让的闲置存量住宅用地,以帮助资金困难房企解困。
商品房库存较多城市,可“以需定购”酌情以合理价格收购部分商品房用作保障性住房。
此外,央行修改对首房和二套房贷的全国性规定:利率下限取消,首付比例下限调降5个百分点(即首套房15%、二套房25%)。下调公积金贷款利率0.25个百分点
此外,央行宣布设立3000亿元再贷款,用于支持地方国资以合理价格收购“已建成未出售商品房”用作配售型或配租型保障房,预计将带动银行贷款5000亿元。

In view of this, the regulator has cautioned investors not to rely on such investment tips / advice received through social media platforms. It has also said investors should exercise utmost caution while taking investment decisions while dealing in the securities market. The picture was mixed overseas. Hong Kong’s Hang Seng Index fell 1.6%, under pressure from U.S. regulatory scrutiny on New York-listed Chinese companies. Stocks were more buoyant in Europe, where Frankfurt’s DAX surged 1.4%.
