По версии следствия, в период с 2022 по 2023 годы подозреваемый, по заниженной арендной плате, без соответствующего разрешения и без заключения договоров, предоставил право на размещение 29 нестационарных торговых объектов на территориях парков и скверов Махачкалы.
В результате в бюджет Учреждения не поступили суммы арендной платы в размере более 21,3 млн рублей.
