По сути тюменские власти думают о том, чтобы застраховать материальные объекты и в случае чего были средства на их восстановление. Это и правда куда проще, чем обеспечить надлежащий уровень антитеррористической безопасности. Однако при втором варианте будет гарантирована и защита сотрудников, работающих в правительственных зданиях. Сейчас же она пока не предусмотрена.
