Overall, extreme levels of fear in the market seems to have morphed into something more resembling concern. Putin added that discussions were happening "almost on a daily basis." Telegram was founded in 2013 by two Russian brothers, Nikolai and Pavel Durov. In addition, Telegram's architecture limits the ability to slow the spread of false information: the lack of a central public feed, and the fact that comments are easily disabled in channels, reduce the space for public pushback. In 2018, Russia banned Telegram although it reversed the prohibition two years later.
