Я лишь отмечу, что страна, где люди даже на портал госуслуг жалобу не напишут, чтобы им асфальт, раздолбанный полгода назад, обратно положили, и в полицию при виде драки не позвонят, взахлеб обсуждает какие-то "выборы" на другом конце Галактики. "Бдительных соседей" в рамках двух пятиэтажек замутить - так мало того, что никто не знает, что это и как это делать, так ещё половина назовёт это "стучать". У людей всю жизнь инициативу отбивают. Для развития демократического общества нужна инициатива.
