What distinguishes the app from competitors is its use of what's known as channels: Public or private feeds of photos and videos that can be set up by one person or an organization. Ukrainian and international officials have accused Russia of targeting civilian populations with shelling and bombardments. Messages are not fully encrypted by default. That means the company could, in theory, access the content of the messages, or be forced to hand over the data at the request of a government. "This time we received the coordinates of enemy vehicles marked 'V' in Kyiv region," it added. Telegram was founded in 2013 by two Russian brothers, Nikolai and Pavel Durov.
