Наукометрическая библиотека в НЦ НИУ ВШЭ

Вчера в Наукометрическом центре ВШЭ состоялось знаковое событие: было положено начало наукометрической библиотеки! Наша подписчица, пожелавшая остаться неизвестной, передала нам в дар Essays of an Information Scientist — собрание сочинений Юджина Гарфилда, на работы которого регулярно ссылаемся в нашей рубрике «История наукометрии». В них собраны публикации, благодаря которым был заложен теоретический фундамент наукометрии, какой мы видим ее сейчас. Кроме того, в одном из томов присутствует факсимильная подпись Гарфилда, невероятно ценная и воодушевляющая.

Мы благодарим анонимную подписчицу и планируем активно работать с сочинениями Юджина Гарфилда!

On December 23rd, 2020, Pavel Durov posted to his channel that the company would need to start generating revenue. In early 2021, he added that any advertising on the platform would not use user data for targeting, and that it would be focused on “large one-to-many channels.” He pledged that ads would be “non-intrusive” and that most users would simply not notice any change. On Feb. 27, however, he admitted from his Russian-language account that "Telegram channels are increasingly becoming a source of unverified information related to Ukrainian events." In addition, Telegram now supports the use of third-party streaming tools like OBS Studio and XSplit to broadcast live video, allowing users to add overlays and multi-screen layouts for a more professional look. The picture was mixed overseas. Hong Kong’s Hang Seng Index fell 1.6%, under pressure from U.S. regulatory scrutiny on New York-listed Chinese companies. Stocks were more buoyant in Europe, where Frankfurt’s DAX surged 1.4%. Overall, extreme levels of fear in the market seems to have morphed into something more resembling concern. For example, the Cboe Volatility Index fell from its 2022 peak of 36, which it hit Monday, to around 30 on Friday, a sign of easing tensions. Meanwhile, while the price of WTI crude oil slipped from Sunday’s multiyear high $130 of barrel to $109 a pop. Markets have been expecting heavy restrictions on Russian oil, some of which the U.S. has already imposed, and that would reduce the global supply and bring about even more burdensome inflation.
