Лектера. Иначе зачем он работает на работе? Откуда деньги берет? Деньги не нужны? А что нужно? Подозрительный тип…
Но, населению норм — он же не ворует. Вот, как будто, когда их будут расстреливать у стенки, им будет не пофиг перед смертью, что от такого чиновника после его смерти останутся только «сапоги и шинель!».
