Надземный вестибюль выходил на Арбатскую площадь. Архитектор Юрий Зенкевич создал что-то вроде трёхпролётной триумфальной арки. В те годы тема Победы была преобладающей в архитектуре метро.
Перед вестибюлем был красивый фонтан с фигурой мальчика, поймавшего большую рыбу (скульптор Сергей Дмитриевич Меркуров).
В 1979 году на площади было заложено модернистское здание Генерального штаба Вооружённых Сил СССР. Главарх Москвы Михаил Васильевич Посохин предложил встроить вестибюль в новый корпус. Так вестибюль стал частью внутреннего двора Генштаба.
