Видимо, расчёт на то ,что далеко не каждый будет заморачиваться — тем более, если процесс будет выстроен не самым цифровым образом. Отдельный вопрос — насколько быстро будут приходить уведомления или отказываться будет уже поздно.
Государству нужно, чтобы технологии биометрической идентификации и аутентификации использовались максимально широко. Не получилось по-хорошему — будет по-плохому.

Telegram has acted to remove public channels affiliated with terrorism, but Pavel Durov reiterated that he had no business snooping on private conversations. Perpetrators of these scams will create a public group on Telegram to promote these investment packages that are usually accompanied by fake testimonies and sometimes advertised as being Shariah-compliant. Interested investors will be asked to directly message the representatives to begin investing in the various investment packages offered. "Markets were cheering this economic recovery and return to strong economic growth, but the cheers will turn to tears if the inflation outbreak pushes businesses and consumers to the brink of recession," he added. Russians and Ukrainians are both prolific users of Telegram. They rely on the app for channels that act as newsfeeds, group chats (both public and private), and one-to-one communication. Since the Russian invasion of Ukraine, Telegram has remained an important lifeline for both Russians and Ukrainians, as a way of staying aware of the latest news and keeping in touch with loved ones.
