Совет стал высшим совещательным органом при императрице. В его ведение передавались вопросы внешней политики, армия и флот, назначение высших чиновников, контроль над деятельностью коллегий, финансовое управление, контрольно-розыскные и надзорные функции.
В первый состав Тайного совета входило семь человек: Александр Меншиков, Федор Апраксин, Гавриил Головкин, Петр Толстой, Андрей Остерман, Дмитрий Голицын и зять императрицы герцог Карл Голштинский.
