We are back with another note on Kostamus authored together with Mikhail Arkhipov. As Mikhail is continuing his forays into what is a true modernist gem of this Karelian town, the Druzhba Cultural Center, to officially photograph its interiors and is badgering the authorities with requests for information, let us wish him good luck in his struggles and take a look at the outpatient medical center and Kostamus's first shopping mall in the meantime.

The outpatient medical center was opened on June 14th, 1984 and was intended to manage a caseload of 600 patients per shift. Medical equipment was provided by Medicor, Hungary, while all of the furnishings were supplied by Finland as part of the contract with the USSR making the center a gesamtuknstwerk of the 1980s. Its orange furniture, which has survived over 40 years in use, is something that sets this medical center apart from similar institutions elsewhere. By the way, the entrance also remains almost intact, but for its sides, which, sadly, have been covered with vinyl siding.

The channel appears to be part of the broader information war that has developed following Russia's invasion of Ukraine. The Kremlin has paid Russian TikTok influencers to push propaganda, according to a Vice News investigation, while ProPublica found that fake Russian fact check videos had been viewed over a million times on Telegram. What distinguishes the app from competitors is its use of what's known as channels: Public or private feeds of photos and videos that can be set up by one person or an organization. The channels have become popular with on-the-ground journalists, aid workers and Ukrainian President Volodymyr Zelenskyy, who broadcasts on a Telegram channel. The channels can be followed by an unlimited number of people. Unlike Facebook, Twitter and other popular social networks, there is no advertising on Telegram and the flow of information is not driven by an algorithm. Meanwhile, a completely redesigned attachment menu appears when sending multiple photos or vides. Users can tap "X selected" (X being the number of items) at the top of the panel to preview how the album will look in the chat when it's sent, as well as rearrange or remove selected media. He adds: "Telegram has become my primary news source." Following this, Sebi, in an order passed in January 2022, established that the administrators of a Telegram channel having a large subscriber base enticed the subscribers to act upon recommendations that were circulated by those administrators on the channel, leading to significant price and volume impact in various scrips.
