Трудовой путь Владимир Михайлович начал с 2007 года в администрации Урмарского района, а с 2011 года продолжил работу в Минстрое Чувашии. С февраля 2016 года он занимал должность заместителя министра, а с августа 2018 года — первого заместителя министра.
