Meanwhile, the company which owns Telegram is registered in the British Virgin Islands. The picture was mixed overseas. Subsequently, control of the company was reportedly handed to oligarchs Alisher Usmanov and Igor Sechin, both allegedly close associates of Russian leader Vladimir Putin.
