Рассматривается версия, что экс-директор беловского управления капстроя Наталья Анисимова и директор фирмы ООО «СК Монолит» Юрий Рябчиков, а также бывший главный инженер отдела капстроительства Гурьевска вместе с Александром Курносовым (братом действующего на тот момент главы Белова) решили украсть бюджетные деньги, выделяемые на строительство жилья.
В Белове данная группа лиц за нелегальный контракт по строительству канализации получили более 1 млн рублей, в Гурьевске за "благоустройство территории" - более 6 млн рублей.
Сообщается, что в деле есть и пока неустановленные лица, предположительно из числа действующих или бывших сотрудников администраций.
