Воодушевлять и подбадривать, конечно, надо, однако и убедительности не помешало бы. А оная из чего, в том числе, складывается? Из ответственности за произнесённое.
Поэтому законодательно обязать представителей управляющего сословия добавлять: «…а если, предложенное окажется не реализуемым, не сбудется, либо обернётся глупостью, считайте Сказителя – балаболом». И публикацию каждого следующего заявления от него в СМИ снабжать плашкой: «Данное сообщение (материал) распространено ответственно-безответственным лицом, выполняющим функции балабола».
