Schoolteacher Boris Goncharenko was detained in October 2022 on suspicion of setting fire to a military recruitment office in Goryachy Klyuch (Krasnodar region). Initially, Boris was charged with "attempted destruction of property" (part 3, Article 30; part 2, Article 167 of the Russian Criminal Code), which carried a maximum sentence of 3 years and 9 months in prison. Later, the Federal Security Service (FSB) took over the investigation, and Goncharenko became a suspect in a case of "committing a terrorist act" (part 2, Article 205 of the Criminal Code). This dramatically increased his potential prison sentence — up to 20 years.

Shortly before the verdict, prosecutor Alexei Khanenya changed the charge from "committing a terrorist act" to "assistance to terrorist activities" (part 3, Article 205.1 of the Criminal Code) and requested an 11-year prison sentence for Boris. In the end, Goncharenko was sentenced to 12 years in prison — a year more than the prosecutor’s request.

Boris disagrees with the verdict and plans to appeal the court’s decision.

The regulator said it had received information that messages containing stock tips and other investment advice with respect to selected listed companies are being widely circulated through websites and social media platforms such as Telegram, Facebook, WhatsApp and Instagram. During the invasion of Ukraine, Pavel Durov has wrestled with this issue a lot more prominently than he has before. Channels like Donbass Insider and Bellum Acta, as reported by Foreign Policy, started pumping out pro-Russian propaganda as the invasion began. So much so that the Ukrainian National Security and Defense Council issued a statement labeling which accounts are Russian-backed. Ukrainian officials, in potential violation of the Geneva Convention, have shared imagery of dead and captured Russian soldiers on the platform. Russians and Ukrainians are both prolific users of Telegram. They rely on the app for channels that act as newsfeeds, group chats (both public and private), and one-to-one communication. Since the Russian invasion of Ukraine, Telegram has remained an important lifeline for both Russians and Ukrainians, as a way of staying aware of the latest news and keeping in touch with loved ones. Channels are not fully encrypted, end-to-end. All communications on a Telegram channel can be seen by anyone on the channel and are also visible to Telegram. Telegram may be asked by a government to hand over the communications from a channel. Telegram has a history of standing up to Russian government requests for data, but how comfortable you are relying on that history to predict future behavior is up to you. Because Telegram has this data, it may also be stolen by hackers or leaked by an internal employee. Official government accounts have also spread fake fact checks. An official Twitter account for the Russia diplomatic mission in Geneva shared a fake debunking video claiming without evidence that "Western and Ukrainian media are creating thousands of fake news on Russia every day." The video, which has amassed almost 30,000 views, offered a "how-to" spot misinformation.
