" የፀደቀው ደንብ የወረዳ ም/ቤቶች ተጠናክረው የህዝቡ ተሳትፎ እና ውክልና በሚያረጋግጥ መልኩ እንዲንቀሳቀሱ የሚያስችል የተፈጠረው አለመግባባት የሚቀርፍ ሁሉን በሚያግባባ መልኩ ስራቸው እንዲፈፅሙ የሚያስችላቸው ነው " ብሏል።

ደንቡ ተፈፃሚነት እንዲኖረው ሁሉም የበኩሉ እንዲወጣ ያሳሰበው የትግራይ ክልል ጊዚያዊ አስተዳደሩ ፤ አስከታች ድረስ ያለው መንግስታዊ እና አስተዳዳራዊ መዋቅር ተጠናክሮ ህዝቡ የሚገባውን አገልግሎት ማግኘት አለበት ብሏል።
