Предложение было выдвинуто в рамках законопроекта о праздновании на государственном уровне 80-летнего юбилея со дня создания сотрудничавшей с нацистами Украинской повстанческой армии (УПА, запрещена в России).
Помимо этого, инициаторы законопроекта попросили президента Зеленского дать звание Героя Украины Тарасу Бульбе-Боровцу, а также ввести систему льгот и иных мер поддержки участникам коллаборационистского движения.
