It is unclear who runs the account, although Russia's official Ministry of Foreign Affairs Twitter account promoted the Telegram channel on Saturday and claimed it was operated by "a group of experts & journalists." "This time we received the coordinates of enemy vehicles marked 'V' in Kyiv region," it added. Telegram does offer end-to-end encrypted communications through Secret Chats, but this is not the default setting.
