В Саратове Билютин работал в прокуратуре, а с апреля 2019 по декабрь 2021 года возглавлял управление по эксплуатации зданий Федеральной службы государственной статистики.
В «РГРЭС» Константин Билютин устроился в конце 2023 года и занимал должность заместителя директора по общим вопросам. В должности руководителя числится с 19 июня.
С 1 января 2024 года полномочия по электроснабжению были переданы с городского на региональный уровень.
