The regulator said it has been undertaking several campaigns to educate the investors to be vigilant while taking investment decisions based on stock tips. In 2014, Pavel Durov fled the country after allies of the Kremlin took control of the social networking site most know just as VK. Meanwhile, the company which owns Telegram is registered in the British Virgin Islands.
