Социальные услуги и страховые выплаты будут зависеть от оценки состояния трудоспособности. Теперь будут не инвалиды, а люди с «полной устойчивой потерей трудоспособности» и с «частичной устойчивой потерей трудоспособности». Не трудно догадаться, что во вторую группу будут записывать всех поголовно.
