Его осудили на 9,5 лет колонии за мошенничество при поставках углеводородов иностранным компаниям в 2016–2020 годах.
Как пишет Ъ-Уфа, Орлов дважды был признан виновным в мошенничестве при поставке углеводородов иностранным компаниям (ч. 4 ст. 159 УК РФ). По версии следствия и суда, преступления были совершены им с 2016-го по 2020 год во время работы заместителем гендиректора ООО «Нефте-сервис».
Орлов возглавлял региональное отделение профсоюза медиков с 2020 по 2022 год и поддерживал работников скорой помощи. В 2022 году он участвовал в «итальянской забастовке» ишимбайских врачей.
