Очевидно, что уровень управленческой некомпетентности иркутского губернатора не позволяет ему решать такие сложные вопросы, как регулирование тарифов на авиаперевозки. Это же не ленточки во Дворцах культуры резать, тут надо думать, знать и уметь. А генералам МЧС это не дано от природы.
