Возглавлял департаменты инвестполитики и промышленности с лесным хозяйством, был мэром Ишима. Потом ушел в правительство Курганской области, где до 2016 года работал замгубернатора. Далее вернулся в Тюменскую область в нефтеносный Уватский район.
Место Путмина займет его заместитель Сергей Гордиевский. Все процедуры по рокировкам займут порядка месяца.
