Мы летели из украинского Крыма, самолёт в Новосибирск был вечером, поэтому мы доехали из Борисполя до Киева, встретились с Чирковым и Непомнящим, погуляли (я помню Майдан и Андреевский спуск, но не помню, как мы шли из точки А в точку Б — почему?), пообедали и поехали обратно. Майдан мне показался каким-то игрушечным и сказочным — и еще очень солнечным и радостным. Я не был за рубежом ни до, ни после (аэропорт Маньчжурии не считается!), вряд ли теперь побываю где-то еще. Киев — моя единственная «заграница», не удивлен, что вообще никаких фотографий от 24 июля 2013 года у меня нет: проще считать, что это был такой удивительный сон из тех, что не повторяются.

Right now the digital security needs of Russians and Ukrainians are very different, and they lead to very different caveats about how to mitigate the risks associated with using Telegram. For Ukrainians in Ukraine, whose physical safety is at risk because they are in a war zone, digital security is probably not their highest priority. They may value access to news and communication with their loved ones over making sure that all of their communications are encrypted in such a manner that they are indecipherable to Telegram, its employees, or governments with court orders. Telegram has become more interventionist over time, and has steadily increased its efforts to shut down these accounts. But this has also meant that the company has also engaged with lawmakers more generally, although it maintains that it doesn’t do so willingly. For instance, in September 2021, Telegram reportedly blocked a chat bot in support of (Putin critic) Alexei Navalny during Russia’s most recent parliamentary elections. Pavel Durov was quoted at the time saying that the company was obliged to follow a “legitimate” law of the land. He added that as Apple and Google both follow the law, to violate it would give both platforms a reason to boot the messenger from its stores. Apparently upbeat developments in Russia's discussions with Ukraine helped at least temporarily send investors back into risk assets. Russian President Vladimir Putin said during a meeting with his Belarusian counterpart Alexander Lukashenko that there were "certain positive developments" occurring in the talks with Ukraine, according to a transcript of their meeting. Putin added that discussions were happening "almost on a daily basis." Oleksandra Matviichuk, a Kyiv-based lawyer and head of the Center for Civil Liberties, called Durov’s position "very weak," and urged concrete improvements. These entities are reportedly operating nine Telegram channels with more than five million subscribers to whom they were making recommendations on selected listed scrips. Such recommendations induced the investors to deal in the said scrips, thereby creating artificial volume and price rise.
