In 2018, Russia banned Telegram although it reversed the prohibition two years later. The regulator said it has been undertaking several campaigns to educate the investors to be vigilant while taking investment decisions based on stock tips. False news often spreads via public groups, or chats, with potentially fatal effects. Individual messages can be fully encrypted. But the user has to turn on that function. It's not automatic, as it is on Signal and WhatsApp.
