Он сын Игоря Рогачева - многолетнего посла в Китае и одного из идеологов сближения с этой страной Игоря Рогачева. Он с 1992 по 2005 год был послом в Китае, а потом членом Совета Федерации от Амурской области, в этой должности и умер.
Илья Рогачев с 2019 года по сентябрь этого года был послом в ЮАР.
