Игорь Чагаев родился 19 июня 1987 года рождения в городе Лабинск Краснодарского края. Имеет два высших образования. В 2020-2023 годах работал заместителем главы администрации (губернатора) Краснодарского края по внутренней политике. С 1 июня 2023 года по 10 января 2025 года занимал должность первого заместителя губернатора Херсонской области по внутренней политике.
