В связи с этим Днём 1-2 октября пройдет организованная правительством Ганы и ЮНЕСКО Глобальная конференция по всеобщему доступу к информации 2024 года — «Актуализация доступа к информации и участия в государственном секторе». На протяжении всей конференции представители правительства и гражданского общества будут демонстрировать, как политика доступа к информации реализуется в различных государственных учреждениях и неправительственных организациях, в государственном и в частном секторах. ЮНЕСКО предоставляет всем заинтересованным сторонам площадку и основу для участия в международных дискуссиях по вопросам политики доступа к информации в цифровую эпоху, поскольку она расширяет возможности человека, позволяет принимать обоснованные решения, способствует развитию инноваций, инклюзивности и социальному прогрессу.

At the start of 2018, the company attempted to launch an Initial Coin Offering (ICO) which would enable it to enable payments (and earn the cash that comes from doing so). The initial signals were promising, especially given Telegram’s user base is already fairly crypto-savvy. It raised an initial tranche of cash – worth more than a billion dollars – to help develop the coin before opening sales to the public. Unfortunately, third-party sales of coins bought in those initial fundraising rounds raised the ire of the SEC, which brought the hammer down on the whole operation. In 2020, officials ordered Telegram to pay a fine of $18.5 million and hand back much of the cash that it had raised. The SC urges the public to refer to the SC’s I nvestor Alert List before investing. The list contains details of unauthorised websites, investment products, companies and individuals. Members of the public who suspect that they have been approached by unauthorised firms or individuals offering schemes that promise unrealistic returns In addition, Telegram's architecture limits the ability to slow the spread of false information: the lack of a central public feed, and the fact that comments are easily disabled in channels, reduce the space for public pushback. The last couple days have exemplified that uncertainty. On Thursday, news emerged that talks in Turkey between the Russia and Ukraine yielded no positive result. But on Friday, Reuters reported that Russian President Vladimir Putin said there had been some “positive shifts” in talks between the two sides. On February 27th, Durov posted that Channels were becoming a source of unverified information and that the company lacks the ability to check on their veracity. He urged users to be mistrustful of the things shared on Channels, and initially threatened to block the feature in the countries involved for the length of the war, saying that he didn’t want Telegram to be used to aggravate conflict or incite ethnic hatred. He did, however, walk back this plan when it became clear that they had also become a vital communications tool for Ukrainian officials and citizens to help coordinate their resistance and evacuations.
