Минфин РФ установил условия для списания двух третей долга российских регионов по бюджетным кредитам в период с 2025 по 2029 годы: ремонт коммунальных сетей, расселение аварийного жилья и реализация новых проектов.
В случае невыполнения этих условий регионы обязаны будут вернуть долг в полном объеме с 2030 по 2039 годы. Оставшаяся треть долга подлежит выплате по установленным графикам.
Под реструктуризацию попадает примерно 1,6 триллиона рублей. В эту сумму не входят выдаваемые на 15 лет инфраструктурные и казначейские кредиты, а также средства, выделяемые на опережающее финансирование.
Минфин полагает, что такая схема обеспечит комфортную нагрузку на региональные бюджеты, даст экономический и социальный эффекты.
