In a message on his Telegram channel recently recounting the episode, Durov wrote: "I lost my company and my home, but would do it again β without hesitation." Oleksandra Matviichuk, a Kyiv-based lawyer and head of the Center for Civil Liberties, called Durovβs position "very weak," and urged concrete improvements. On December 23rd, 2020, Pavel Durov posted to his channel that the company would need to start generating revenue. In early 2021, he added that any advertising on the platform would not use user data for targeting, and that it would be focused on βlarge one-to-many channels.β He pledged that ads would be βnon-intrusiveβ and that most users would simply not notice any change. Perpetrators of these scams will create a public group on Telegram to promote these investment packages that are usually accompanied by fake testimonies and sometimes advertised as being Shariah-compliant. Interested investors will be asked to directly message the representatives to begin investing in the various investment packages offered. "The argument from Telegram is, 'You should trust us because we tell you that we're trustworthy,'" MarΓ©chal said. "It's really in the eye of the beholder whether that's something you want to buy into."
