In the United States, Telegram's lower public profile has helped it mostly avoid high level scrutiny from Congress, but it has not gone unnoticed. Such instructions could actually endanger people — citizens receive air strike warnings via smartphone alerts. False news often spreads via public groups, or chats, with potentially fatal effects. Just days after Russia invaded Ukraine, Durov wrote that Telegram was "increasingly becoming a source of unverified information," and he worried about the app being used to "incite ethnic hatred." So, uh, whenever I hear about Telegram, it’s always in relation to something bad. What gives?
