Telegram was originally launched as a side project by the Durov brothers, with Nikolai handling the coding and Pavel as CEO, while both were at VK. Telegram was co-founded by Pavel and Nikolai Durov, the brothers who had previously created VKontakte. Ukrainian forces successfully attacked Russian vehicles in the capital city of Kyiv thanks to a public tip made through the encrypted messaging app Telegram, Ukraine's top law-enforcement agency said on Tuesday. "This time we received the coordinates of enemy vehicles marked 'V' in Kyiv region," it added.
