Выпускник лестеха и экономист Болгов постигал азы строительной профессии в Домостроительном комбинате, где за пять лет дорос до начальника планово-экономического отдела. В 2014 году перешел на работу в облправительство, затем вернулся на стройплощадку - стал генеральным директором «А-строй-групп», занимавшегося индивидуальным жилищным строительством. С 2019 года Сергей Юрьевич возглавляет воронежский Госстройнадзор, за добросовестную работу был удостоен благодарности Президента.
