По версии следствия, Нвер Колозян платил контролерам за приемку фактически не исполненных или некачественно выполненных работ по 124 государственным и муниципальным контрактам, полученных его ООО "Уралдорстрой" на сумму более 5,9 млрд рублей. Также сообщники предупреждали его о грядущих проверках. Один из них за подобную помощь получил от предпринимателя 600 тонн асфальта, другой - 30 тысяч рублей.
