«Сегодня вышли «Сар. Листок» и «С. Вестник» с описанием войны между гарнизоном и Гор. Думой. Чем-то диким пахнуло со страниц газет, точно мы живем во времена Пугачевщины. Теперь наступило перемирие. Власть фактически в руках Советов Раб. и Сол. Д. <рабочих и солдатских депутатов>, но в сущности нет никакой власти, т.к. Советы не признают ни горожане в лице Думы, ни различные профессиональные союзы. Погода чисто осенняя, с обеда пошел дождь, к вечеру перешедший в снег. Из базарников никого не видел». Additionally, investors are often instructed to deposit monies into personal bank accounts of individuals who claim to represent a legitimate entity, and/or into an unrelated corporate account. To lend credence and to lure unsuspecting victims, perpetrators usually claim that their entity and/or the investment schemes are approved by financial authorities.
