"Фракция КПРФ принципиально выступает за централизованное государственное финансирование системы здравоохранения. Очевидно, что страховая модель изжила себя и требует замены. В текущих реалиях, когда бюджет урезается, а потребности населения в качественной медицине растут, мы не можем позволить себе тратить миллиарды рублей на содержание страховых компаний.
Здравоохранение — это не бизнес, где можно зарабатывать на здоровье людей. В условиях нехватки средств эти деньги должны идти напрямую в больницы, а не растворяться в посреднических структурах".

For some users, this may be good enough for now. For others, it may be wiser to move to a different platform for certain kinds of high-risk communications. But Kliuchnikov, the Ukranian now in France, said he will use Signal or WhatsApp for sensitive conversations, but questions around privacy on Telegram do not give him pause when it comes to sharing information about the war.
