Русский мир – это Древняя Русь, Московское царство, Российская империя, Советский Союз, это современная Россия, которая возвращает, укрепляет и умножает свой суверенитет как мировая держава. Русский мир объединяет всех, кто чувствует духовную связь с нашей Родиной, кто считает себя носителем русского языка, истории, культуры независимо даже от национальной или религиозной принадлежности.
Но хочу подчеркнуть: без русских как этноса, без русского народа нет и не может быть Русского мира и самой России. В этом утверждении нет какой-то претензии на превосходство, на исключительность, на избранность. Это просто факт, как и то, что в нашей Конституции чётко закреплён статус русского языка как языка государствообразующего народа.

And that is why they let people choose whether they want their messages to be encrypted or not. When not turned on, though, chats are stored on Telegram's services, which are scattered throughout the world. But it has "disclosed 0 bytes of user data to third parties, including governments," Telegram states on its website. Russians and Ukrainians are both prolific users of Telegram. They rely on the app for channels that act as newsfeeds, group chats (both public and private), and one-to-one communication. Since the Russian invasion of Ukraine, Telegram has remained an important lifeline for both Russians and Ukrainians, as a way of staying aware of the latest news and keeping in touch with loved ones.
